New Roc City is a key element in the revitalization of downtown New Rochelle, New York. Older, failing residential and commercial neighborhoods were the focus of the City’s efforts to bring new life to the downtown area, taking advantage of its unique location – adjacent to a Metro North Railroad station (also serving Amtrak) and only 30 minutes north of New York City.

DTS Provident’s services included the preparation of Site Plan Approval Documents for the street-related improvements and utility connections for a 500,000 square foot street-related retail and entertainment center in addition to the reconstruction of an adjacent 1,700-car parking garage. DTS Provident also prepared Traffic, Air, Noise and Environmental Impact Studies.

DTS Provident provided assistance to the Project Architect and Landscape Architect in review of their design elements, including loading dock design, parking garage circulation, unloading area design, and streetscape.

Traffic Services included development of plans for pedestrian features and for specific Highway and Signalization Improvements required to mitigate the impacts of the Project on the surrounding street network. All projections and analysis were prepared in accordance with NYSDOT requirements.

DTS Provident helped the City of New Rochelle meet its goal of downtown revitalization by providing engineering expertise that ensured a viable, much needed resource in the ongoing efforts to bring new business and residents into the City on a long-term basis.
